Miami-Dade County, Florida has a strict bulding code that requires all exterior windows and doors to meet certain critieria designed to protect a building during a hurricane where winds are often sustained at over 100 mph with gusts over 175 mph.
All Windows and "pass-through" devices must be put through several tests beyond normal the Florida Building Code requirments. These tests are:
Impact and Cyclic tests
Air Infiltration
Uniform Static Air Test
Water Resistance Test
Force Entry Resistance Test (required on operable windows)
